Resolved, by both Branches of the City Council of Balti-
more, That the Mayor be and he is hereby requested to com-
municate with the General Assembly of Maryland, now in
session, for the purpose of procuring such action of that body
as may, in their judgment, be most advisable to bring about
as early a restoration of the communication ty the different
railroads and other means, between the city of Baltimore and
other parts of the country, as may be entirely consistent with
the safety and welfare of the city and State,

Relations.
The Secretary of the Senate returned the following bills
entitled,
An act to add to the IVth Article of the Code of Public
Local Laws, the following section, empowering the Mayor
and the City Council of Baltimore to raise arid appropriate
money for the defence of the said city.
Also, a bill, entitled, an act to conform and ratify an or-
dinance of the Mayor and City Council of Baltimore, entitled.
An Ordinance to appropriate five hundred thousand dollars,
or so much thereof as may be necessary for the defence of the
city against any danger that may arise out of the present
crisis ; approved on the 20th of April, 1861.
Severally endorsed, "passed by yeas and nays."
Mr. Jacobs from the select Committee, reported a bill en-
titled, an act to add new sections to Article XXVIIIth of
the Code of Public General Laws, relating to the rights and
duties of County Commissioners ;
Which was read the first time and referred to the Commit-
tee on the Judiciary.
Mr. Wallis, chairman of the Committee on Federal Rela-
tions, reported favorably upon a bill, entitled, an act to ,rati-
fy an amendment to the Constitution of the United States ;
Which was read the first time.
