Said bill was then returned to the Senate,

Mr. Goldsborough, acting chairman of the committee on
Ways and Means, made the following

REPORT:

The committee on Ways and Moans, to whom was referred!
the petition of sundry State Collectors of Washington county,
praying that a law be passed authorizing them to collect the
State dues in current funds, and not in gold and silver or in
current funds of the city of Baltimore, as is now required,
respectfully report, that having given the subject due and
calm reflection believe it would be impolitic to pass any local
legislation giving to any party or parties, the right to judge
as to the solvency or sufficiency of such funds as they may
deem proper to offer in payment of State dues.

They therefore, report unfavorably on said petition.

G. W. JACOBS,
W. E. SALMON,
W. F, BAYLESS.

Also, offered the following order:

Ordered, That the select committee, appointed to investigate
the condition of the manufacturing department of the Mary-
land Penitentiary, be authorized to extend their investigation
to the financial affairs and general management of said in-
stitution;

Which was adopted.

Mr. Ford offered the following

PROTEST:

The undersigned, members of the House of Delegates, re-
spectfully ask leave to enter this their protest upon the journ-
al, against a decision of the Honorable, the Speaker, sus-
tained by the vote of the House.

The decision to which the undersigned refer, was to the ef-
fect that when a House bill is returned to the House with a
Senate amendment, the bill is before the House as upon its
