234 JOURNAL OF PROCEEDINGS [June 11,

Mr. Gordon, chairman of the Judiciary Committee, re-
ported a bill entitled, an act to amend the 10th Article of the
Code of Public General Laws, by adding thereto the follow-
ing sections relating to attachments against non-residents of
the State, and parties absconding therefrom in certain actions
for wrongs effecting the personal rights of citizens;

Which was read the first, and by special order the second
and third times, and passed by yeas and nays as follow:

Code of Public General Laws, by repealing the 1st section
thereof, and re-enacting the same with an alteration touching
the limitation of certain actions for wrongs effecting the per-
sonal rights of the citizen,
