On motion of Mr. Warfield,

The bill entitled, an act to amend article IV of the Code of
Public Local Laws, by adding thereto the following sections
authorizing the Mayor and City Council of Baltimore to in-
crease the public debt of said city, and repealing section 871
of said article;

Was taken up for consideration and read the first time;

Mr. Morfit moved to amend by adding the following at the
end of section 4:

Provided, that no part of the money raised under this bill,
shall be applied or paid to the extinguishment or payment of
any interest upon rail road stock or water tax, or any other
debt for which the city of Baltimore is the guarantor, or for
any other purposes or interest than debts of its own original
creation;
