So the substitute was rejected.

The question then recurring upon the original proposition,

Mr. McCleary moved to make the resolution the order of
the day for Saturday at 12 o'clock ;
Which was not sustained.

The question then recurring upon the original proposition,
It was adopted.

And the preamble and resolutions were made the order of
the day for to-morrow, Friday, at 12 o'clock.

The Secretary of the Senate delivered the following :

WHEREAS, The condition of our country is such, that civil
war with all its impending horrors is about, to break upon us,
and from our geographical position, the lives and property,
(both public and private,) of our citizens will be more endan-
gered than that of any other portion of the country, it be-
comes our duty as well as our interest, to exhaust all means
of conciliation and compromise,. without relinquishing our

constitutional rights. Therefore,

Resolved, By the Senate and House of Delegates, That a

committee be appointed, to consist of four members of the
Senate and four members of the House of Delegates, whose
duty it shall be to select among themselves two members to
wait on the President of the United States, two on the Presi-
dent of the Southern Confederacy, two on the Governor of
Pennsylvania, and two on the Governor of Virginia, with the
view of bringing about some understanding whereby the
present dangers may be adverted, and civil war and the de-
destruction of the lives and property of our citizens may be
prevented ; and that said committee be and is hereby espe-
cially instructed to obtain, if possible, a general cessation of
hostilities now impending, until the meeting of Congress in
July next, in order that said body may, if possible, arrange
for an adjustment of existing troubles by means of the ballot-
box, rather than the sword.

Resolved, That said committee consist of Messrs. Brooke,
Yellott, McKaig and Lynch, of the Senate, and
of the House of Delegates ;
