Mr. Goldsborough, of Talbot, moved to take up the report
from the Committee on Federal Relations in regard to the Tele-
gram to the Hon. A. Kimmel.

Mr. Dashiell offered the following

AMENDMENT :

Amend by striking out all after the word telegram in the last
paragraph.

Mr. McKaig offered as a substitute, the following:

Ordered, That in the matter of the Telegraphic dispatch from
Cecil co., presented by the Senator from Frederick, in the opinion
of the Senate, that Senator acted properly and in strict accordance
with his duty as a Senator and a member of this body, and that
the concluding paragraph of the report of the Committee to whom
that Telegram was referred, be not concurred in, and that the
balance of the report be concurred in.

The President ruled the substitute out of order.

The question was then taken on the amendment, as offered by
Mr. Dashiell.

Which was adopted.

The question was then taken upon the adoption of the report,
and concurred in.

A bill, entitled, An act to authorize the County Commissioners
for Frederick county, to build a new Court House for Frederick
county, to borrow money on the credit of the county, to issue
bonds for the payment of the same, and to levy taxes on the as-
sessable property of the county to redeem said bonds at maturity,
and to pay the interest thereon,

Was read the second time, and,

On motion of Mr. Blackistone,
Three-fourths of all the Senators concurring,

Was read the third time, and passed by yeas and nays as
follows :

AFFIRMATIVE.

Messrs. Brooke, President; Lynch,

Blackistone, McKaig,

Bradley, Nuttle,

Dashiell, Smith,

Franklin, Stone,

Gardiner, Townsend,
