of the Senate, who with a committee on the part of the House of
Delegates shall be a joint committee, to sit during the recess of
the Legislature, to take into consideration all matters appertaining
to the peace, safety and security of the citizens of this State; and
to report by bill or otherwise, whatever measures may be most
expedient to secure the same, at such time as an adjourned meet-
ing of this Legislature shall be determined on.

The question was taken upon the substitute and rejected.
The Senate adjourned until 4 o'clock.

EVENING SESSION.

WEDNESDAY, May 8th, 1861.

The joint resolutions relating to the appointment of Commission-
ers to wait upon the President of the United States, the Presi-
dent of the Southern Confederacy, the Governer of Pennsylvania,
and the Governor of Virginia,

Were taken up, and read the second time.
On motion of Mr. Yellott,

The Senate proceeded by ballot to fill the blank in the resolu-
tions.

On motion of Mr. Miles,

The four Senators receiving the highest number of votes be de-
clared elected.

The Chair appointed as tellers. Messrs, Goldsborough, of
Talbot, and Dashiell,
