the Senate, on the 1st day of January, 1861, as Keeper of the
Senate Chamber and Committee Rooms, in the recess of the
Legislature.

Endorsed, "passed by yeas and nays."

Mr. Heckart, from a select committee to whom was referred a
bill, entitled,

An act making appropriation for the Maryland Penitentiary,
reported said bill with the following

REPORT:

From the select committee to whom was referred the bill en-
titled, An act making an appropriation for the Maryland Peni-
tentiary, beg leave to make the following report: That it was
expected by the committee appointed by the last Legislature, of
which I had the honor to be the Chairman, to examine into the
affairs and management of said institution.

We then found that said institution really required an appro-
priation to meet the necessary expenses and liabilities, although
at that time all those prisoners able to work were employed in
the different work shops, but the receipts were then considerably
in arrear of the disbursements, but no appropriation was then
made. Now, owing to the present alarming crisis through
which our country is passing, and the general prostration of busi-
ness, the Contractors have suspended business operations, in
consequence of which it is really necessary that relief should be
afforded by making said appropriation.

We therefore report favorably.

The bill was referred to the Committee on Finance.
The hour for the unfinished business having arrived,

The resolutions in relation to the appointment of Commission-
ers to the President of the United States, the President of the
Southern Confederacy, the Governors of Virginia and Pennsyl-
vania,

Were taken up.

Mr. Goldsborough, of Talbot, submitted as a substitute the
following :
