On motion of Mr. Goldsborough, of Talbot,

Ordered, That all the officers be continued as the regular
officers of the extra session.

The Clerk of the Senate read the following

PROCLAMATION BY THE GOVERNOR.

STATE OF MARYLAND,

EXECUTIVE CHAMBER,
ANNAPOLIS, April 24, 1861

WHEREAS, I Thomas Holliday Hicksj Governor of Mary-
land, under and by authority in me vested by the Constitution of
Maryland, have heretofore, by my Proclamation, convened the
Legislature to meet at the City of Annapolis, at noon, on Fri-
day, the twenty-sixth day of April instant, in extra session.

And Whereas, It has been represented to me that it might,
in view of the extraordinary state of affairs existing at the pre-
sent moment, be more advisable that the meeting of the Legisla-
ture should take place in the city of Frederick; and I being at
all times desirous of the safety and comfort of the members of
the Legislature, do by this my Proclamation, direct that the Leg-
islature be convened at the same hour, and on the same day,
but in the City of Frederick, in the Court House in said city.

Given under my hand and the great seal of the
SEAL. State of Maryland, at the City of Annapolis, this
twenty-fourth day of April, eighteen hundred and
sixty-one.

Gentlemen of the House of Delegates :

The Senate has opened the Extra Session under the Proclama
tion of the 24th instant, and we propose to proceed with the
business for which we were convened.
