On motion of Mr. Whitaker,

A bill, entitled, An act to amend the 10th Article of the Code
of Public General Laws, by adding thereto the following sections,
relating to attachments against non-residents of the State, and
parties absconding therefrom, in certain actions for wrongs affect-
ing the personal rights of the citizen,

Was taken up.

Mr. Miles offered the following

AMENDMENT:

Add to the end of third section:

"Provided, however, That no final judgment shall be rendered
in any case herein provided for, except upon inquisition found by
a jury, upon proof, as in cases of judgment by default in like
actions;"

Which was adopted.
