24 JOURNAL OF PROCEEDINGS May 1,

On motion of Mr. Whitaker,

The roll was called, and the following members answered to
their names :

Messrs. Brooke, President; Blackstone, Bradley, Dashiell,
Franklin, Grahame, Gardiner, Goldsborough, of Talbot, Golds-
borough, of Dorchester, Heckart, Kimmel, Lynch, Nuttle, Smith,
Stone, Townsend, Watkins, Whitaker, and Yellott—19.

The Sergeant-at-Arms returned and reported that he had
notified the absent members that their presence was required at
the Senate Chamber.

Mr. Yellott, from a special committee, to whom was referred
a bill, entitled, An act to amend the nineteenth section, rela-
ting to Banks, of article twelve, of the Code of Public General
Laws, reported favorably on the following amendment:

SECTION 2. And be it enacted, That no Bank shall issue
or pay out notes or certificates of deposites of less denom-
ination than one dollar, to an amount greater than ten per cent,
of their capital actually paid in. Provided, That any Bank may
issue such notes to the amount of five thousand dollars.

SECTION 3. And be it enacted. That the issue is not to con-
tinue beyond sixty days after the session of eighteen hundred
and sixty-four.

SECTION 4. And be it enacted, That the provisions of this
act is to extend only to such Banks and Institutions as now pos-
sess the right of issue.

Which was concurred in by yeas and nays as follows:

The Senate went into Executive Session.
