TUESDAY, June 18th, 1861.

Mr. Lynch presented the following petition:

Of George Ellicott and seventy-four other citizens of Ellicott's
Mills, with the Presidents of four of the large Factories, remon-
strating against the passage of a bill incorporating the village of
Ellicott's Mills;

Which was read, and referred to the Committee on Corpora-
tions.

On motion of Mr. Lynch,

A bill, entitled, An act to erect the village of Ellicott's Mills
into a city, and incorporate the inhabitants thereof,

Was taken up, re-committed to the Committee on Corpora-
tions, and ordered to be printed.

On motion of Mr. Kimmel,

Leave was granted Messrs. Kimmel, Duvall and Franklin to
report a supplement to Article 93, section 177, of the Code of
Public General Laws.

Mr. Bradley, from a select committee, reported favorably on
the following:

A bill, entitled, An act to amend Article 20 of the Code of
Public Local Laws, by repealing the 9lst section thereof, relating
to Jurors in Talbot county, and substituting a new section there-
for;

Which was read the second time.

On motion of Mr. Bradley,
Three-fourths of all the Senators concurring.

Said bill was read the third time, and passed by yeas and nays
as follows:
