We have appointed Messrs. Stone and Heckart to act in con-
junction with your Committee.

Which was read, and sent to the House of Delegates.

The Clerk of the House of Delegates delivered the following
bills.

A bill, entitled, An act to amend the 57th Article of the Code
of Public General Laws, by repealing the 1st section thereof, and
re-enacting the same, with an alteration touching the limitations
of certain actions for wrongs affecting the personal rights of the
citizens;

Which was read the first time, and referred to the Committee
on Judicial Proceedings.

A bill, entitled, An act to amend Article 66 of the Code of
Public General Laws, relating to negroes, by repealing the 9th
section thereof, and inserting in lieu thereof the following sec-
tion, relating to the apprehension fets of Fugitive Slaves;

Which was read, and referred to the Committee on Colored
Population.

A bill, entitled, An act to amend the 10th Article of the Code
of Public General Laws, by adding thereto the following sec-
tions ————, relating to attachments against non-residents of
the State and parties absconding therefrom, in certain actions for
wrongs affecting the personal rights of the citizen;

Which was read the first time, and referred to the Committee
on Judicial Proceedings.

On motion of Mr. Whitaker,

Leave was granted Messrs. Whitaker, Blackistone and Stone
to report a bill appropriating a sum of money to pay the expenses
of the missions to Washington and Montgomery.

Mr. Lynch, from the Committee on Corporations, reported
favorably on the following bills :

A bill, entitled, An act to erect the village of Ellicott's Mills
into a city, and to incorporate the inhabitants thereof;

Which was read the first time.
