Mr. Stone moved as a substitute:

That the message be referred to the Committee on Federal
Relations.

The yeas and nays being demanded, appeared as follows:

AFFIRMATIVE.

So the substitute was rejected.

The question was then taken upon the motion to refer the mes-
sage to the Committee on Judicial Proceedings;

Which was determined in the affirmative.

Mr. Bradley, from a select committee, reported a bill, entitled,

An act, to amend the 18th Article of the Code of Public Gen-
eral Laws, by adding thereto . a section, giving to the Clerks of
the Circuit Courts, and the Superior Court of Baltimore city, and
the Court of Common Pleas, the power to take supersedeas of
judgments and decrees rendered in said Courts;

Which was read, and referred to the Committee on Judicial
Proceedings.

Mr. Goldsborough, of Talbot, from the Committee on Finance,
reported favorably on the following bill:

A bill, entitled, An act appropriating: a sum of money
for the payment of the claims of John Murphy & Co., An-
drew Henderson, Hugh McAlear, Adams & Co.'s Express,
Tyler Davis, Erasmus West, G. & T. Markell & Co., A. H.
Hagen, H. C. Shipley, Adolphus Fox, Quynn & Ritter, and
Edwin M. Shipley;

Which was read the second time, and, by special order, the
third time, and passed by yeas and nays as follows:
