taken as Judges of Election by two Justices
of the Peace of Somerset county, to be ap-
pointed by the Commissioners of Crisfield,
under reasonable regulations to be prescribed
by said Commissioners, and in case the ma-
jority of the people in the territory named
above, outside of the present limits of Cris-
field shall vote for annexation, then the limits
of said town shall be as above, but until a
majority shall so vote the limits of said town
shall be and remain as they now are, and as
prescribed in the act of eighteen hundred and
seventy-two, chapter one hundred and fifty-
one, section twenty-two, and all male citizens
of Somerset county above the age of twenty-
one years residing or owning real estate in the
territory proposed to be annexed, and no other,
shall be entitled to vote at said election.
SEC. 45. That if land or property shall be
condemned in the extension of limits of said
town, or in opening new streets, lanes or alleys,
or in widening, draining or extending existing
streets, lanes or alleys, or for a market-house,
or for any other uses or purpose of said town,
and -the owner or owners of said property can-
not agree with the Commissioners as to the
value thereof, or the owner or owners of said
property are married women whose husbands
will not convey jointly with them, or p.ersons
under twenty-one years of age, insane or lun-
atic, the value thereof shall be ascertained by a
Jury of twelve disinterested men of the county
having no assessable property within the
limits of said town, and the said Commission-
ers shall issue their warrant to the Sheriff of
said county to summon such Jury, and they

shall meet at Crisfleld, on a day to be fixed
by the Sheriff, at which the owner or owners c
of the property to be condemned shall have
notice, and having been sworn by the Sheriff
without partiality or prejudice to value the
property and damages sustained by the owner,
by means of such condemnation, according to
the best of their skill and judgment, shall
