Trial.

chapter, or against any of the ordinances of
the said Commissioners for the regulation and
good government of the town, shall be tried
before a Justice of the Peace of Crisfield Dis-
trict, in Somerset county, who may fine the
offender if he shall be adjudged guilty, such
sums as are prescribed by said ordinances, not
exceeding the amount authorized by this
chapter; and said person or persons may be
proceeded against by a summons for debt, as
small debts are recovered, or by a warrant in
the name of .the State of Maryland, for the
use of the Commissioners of Crisfield, in a
proceeding criminal in form as well as nature;
and the said Justice may in such cases as are
begun by warrant as aforesaid, commit the
party or parties adjudged to be guilty of any
of the offences as aforesaid, to the town Jail,
till fine and costs imposed therefor shall be
paid, and said fine or fines shall in either case
be paid to the said Commissioners for the use
of the corporation; but said Commissioners
shall have power to remit the said fine or im-
prisonment, or any part thereof, on cause

and the laws relating to insolvent debtors shall
be applicable to such ca,ses on application to a
Justice of the Peace of said district where the
party fined has been confined in Jail for such
a period as would entitle him to his discharge
under said law from the county Jail, if con-
fined therein by an order of the Circuit Court,
and said party, not having been sooner dis-
charged by order of the Commissioners, and
being insolvent, he may be discharged.

SEC. 38. That the Commissioners at their
first meeting after an election, shall elect a
President who shall preside over the delibera-
tions of the body at all its meetings, and in
his absence the Board shall appoint a tem-
porary chairman.

SEC. 39. That the Governor is hereby au-
thorized and empowered to appoint one or
