of the streets as may border on his ground or
property; and if the owner shall refuse or neg-
lect to have such property paved for a longer
time than thirty days after notice thereof by
the Bailiff, the Commissioners may have the

same paved at his or her expense, and may
collect the cost of such pavement from such
owner in the same manner as other debts are
collected, and any judgment obtained in such
case shall be a preferred lien on said property..
SEC. 30. That if any ground bordering on
any street ordered to be paved shall be leased
for a term less than seven years, the lessee or
tenant may pave or repair said street, or pay

for the same if done by the Commissioners,,
and the same shall be allowed in part pay-
merit of the rent due and to become due to the
owner, or his assignee; and if such tenant
should refuse as aforesaid, the Commissioners
may, in their discretion, collect the said costs
from said tenant or proceed against the owner.
SEC. 31. That the Bailiff of the town shall be
the Supervisor of streets, lanes and alleys of
said town, and shall have all the powers that

are now or may be hereafter by law incident
to the office of Supervisor of Roads, and for
neglect of duty shall be liable to be proceeded
against, fined and punished as Supervisors of
Roads in said county; and the Bailiff of the
town shall keep the lanes, streets and alleys
in repair under the control and direction of
the Commissioners.
SEC. 32. That the Commissioners may estab-
lish and provide a market-house in the said
town for the use and convenience of the in-

habitants thereof, and may by by-laws and
ordinances provide for and regulate the sale of
all provisions brought to said town for sale,,
the trying and adjusting the scales, weights
and measures used at the market by the stand-
ards of the county, and the seizure and sale to
