to hold the first election under this act, who,
before opening the polls, shall each take an
oath before some Justice of the Peace of Bal-
timore county, to permit every qualified per-
son to vote, and none other; said Judges shall
keep the polls open from twelve o'clock, m.,
until seven o'clock, p. m., and shall make re-
turns under their hands and seals, of the per-
sons elected, to the Clerk of the Circuit Court
for Baltimore county, to be kept by him, and
the Commissioners then elected shall imme-
diately qualify, and shall serve until the first
Monday in June, eighteen hundred and eighty-
seven, and until their successors shall qualify;

if any one or more of said Judges shall die or
refuse to act as such, the remaining Judge or
Judges shall fill the vacancy; and in the event
of none of the Judges being present at the
place of election for the space of one hour
after the time hereinbefore prescribed for
opening the election, it shall be lawful for the
voters then present, or a majority of them, to
choose by ballot three persons being voters, to
be Judges of said Election; and at the time of
holding the said first election hereinbefore
provided for, the said Judges shall receive
also the ballot of each voter for or against

this charter, and said Judges shall certify the
result of such voting to the Clerk of the Cir-
cuit Court of Baltimore county, and the said
Clerk shall record said return among the rec-
ords of his office, and shall, by publication in
some newspaper published in said county,
make known the same; and if a majority of
the votes cast at said election shall be in favor
of this charter, then the said inhabitants of
the town of Catonsville shall be a body cor-
porate, otherwise this act shall be inoperative
and void.
