SEC. 10. And be it enacted, That the said
Commissioners may meet from time to time
as often as occasion shall require, upon the
business of the corporation, and not less than
once in every three months; and they shall,
at their first meeting after an election, choose
one of their number as President of the Board,
whose duty it shall be to preside at all meet-
ings of the Commissioners, preserve order and
enforce the by-laws of the corporation; and
the President of the Commissioners shall, by
virtue of his office, have and exercise within
the limits of the corporation, all the jurisdic-

tion and powers of a Justice of the Peace,
except as to civil cases and the acknowledg-
ment of deeds, and shall receive in all crimi-
nal cases the same fees which are now allowed
by law to a Justice of the Peace in similar
cases, but all such fees shall be paid into the
treasury of the town; and all fines collected
by the President of the Commissioners, or by
any Justice of the Peace for violation of any
by-laws of the said town, shall be paid into
the treasury of the said town.
SEC. 11. And be it enacted, That the presi-
dent of the Commissioners shall be the treas-
urer of the corporation, and shall give bond to
the Commissioners, with security, to be ap-

proved by them in such penalty as they shall
prescribe, conditioned for the faithful per-
formance of his duty as treasurer, and shall
receive and pay away money according to the
direction of the Commissioners, and shall re-
port to them at least every three months what
disposition he has made of the same.
SEC. 12. And be it enacted, That it shall not
be lawful for any Commissioner or other officer
elected or appointed under this charter to be
engaged or concerned, directly or indirectly,
in any contract for any work done or to be
done for or on account of said town, or in
which the said town is or may be in any way
concerned, in the purchase of any debt due
