SEC. 115 The mayor, by virtue of his office, shall
|
|
|
|
preside at all meetings of the council, and in case of
|
|
|

a tie, except in the passage of ordinances, shall have

preside.

the deciding vote. He shall see that the ordinances

of the town are faithfully executed, and shall report
|
|

to the council at; its first meeting after each annual
|

election, the condition of municipal affairs. He shall
|
|
|

have the power of vetoing any ordinance, as herein-
|
|
|
|
after provided in section one hundred and thirty ;
|
|
|
|
and for his services shall receive an annual salary
|
|
|
|
of one hundred dollars, and no other fee or compen-
|
|
|
|
sation whatever.

|
|
SEC. 116. There shall be elected one councilman
|
|
|
|
for each of said wards, as follows : On the fourth
|
|
|
|
Monday of March, eighteen hundred and eighty-four,
|
|
|
|
one councilman for ward number two and one for
|
|
|
|
ward number four, who shall continue in office until
|
|
|
|
the fourth Monday in March, eighteen hundred and
|
|
|

eighty-six, or until their successors are elected and
|

|
|
qualified, when there shall be an election for council-
|
|
|
|
men in said wards; and from that time upon the
|
|
|
|
same day in every alternate year thereafter, there

shall be an election for councilmen for said wards.

|
The councilmen elected on the fourth Monday of
|
|
|
|
March, eighteen hundred and eighty-three, for wards
|
|
|
|
numbers one, three and five, shall continue in office
|
|
|
|
until the fourth Monday of March, eighteen hundred
|
|
|
|
and eighty-five, or until their successors are elected
|
|
|
|
and qualified, when there shall be an election for
|
|
|
|
councilmen in said wards, one, three and five; and
|
|
|
|
from that time upon the same day in every alternate
|
|
|
|
year thereafter, there shall be an election for council-
|
|
|
|
men in said wards, one, three and five. And the
|
|
|

of voters.
|
qualifications of the voters for councilmen shall be
|
|
|
|
the same as for mayor, as provided in section one hun-
|
|
|
|
dred and thirteen, provided the voters shall have re-
|
|
|
|
sided for six months next preceding the election in
|
|
|
|
the ward in which he offers to vote; and in case of re-
|
|
|
|
moval or until such residence is acquired, the voter
|
|
|
|
must vote in the ward from which he has removed
|
|
|
|
and in which he is a qualified elector. The said
|
|
|
|
councilmen shall be twenty-five years of age, citizens
|
|
|
|
of the United States, residents of Hagerstown for
|
|
|
|
five years next preceding the election, and residents of
|
|
|
|
the respective wards for which they are chosen for
|
|
|
|
six months next preceding their election, and shall
