may deem necessary and proper for the public welfare

and shall also have power to appoint the necessary

officers and agents and fix their compensation, who

shall be removable at their pleasure, and shall make an

SEC. 3. And be it enacted, That upon the expiration

SEC. 8. And be it enacted, That whenever any per-
