SEC. 11. And be it enacted, That the burgess and


commissioners, or a majority of them, shall appoint a


clerk to said corporate town from among the qualified

the proceedings of said burgess and commissioners,


and shall enter all laws and ordinances passed by them


in a well-bound book, open to public inspection; he


shall attest all laws or ordinances, and cause copies of


the same to be posted in not less than two of the most


public places in said town; he shall file and keep all


original papers entrusted to his care; he shall act as


treasurer to said corporation; he shall keep an accu-


rate account of the receipts and disbursements of all
