DEAN FORDHAM: The danger of classification in

one sense is what Mr. Hi 1c s referred to a while ago.- If

you classify to the point where in effect you can deal with

each county by itself, then you go back to the existing

pattern where the representative from the county speaks for

the county and that's it. That is one danger of it. It

16

is back scratching within the Legislature where nobody else

17

in the Legislature will object to the position he takes as

18

to his county.
