1	necessary to satisfy each member of the Committee that
2	he is making the right decision and that the final deci-
3	sion of this Committee with respect to its recommendation
4	to the Commission is a correct one.
5	I don't feel that the action that has been
6	taken by the Commission as a whole at this stage, being
7	merely a broad grant of authority, mandates one position
8	or the other as to how that broad grant of authority shall
9	be defined. I think it gives us an Indication of thinking
10	but nevertheless I don't think it binds us to take what-
11	ever point of view we may want to take on the matter.
12	As I see it again, it does really present three
13	possibilities. Whether the grant of authority emanating
14	from the constitution to the home rule unit shall be a
15	broad grant of any and all legislative powers in the same
16	sense of all residual powers resting in the States under
17	the Federal Constitution, or whether it will be a broad
18	grant defined specifically in the constitution as the
19	second alternative, or whether it will be a broad grant to
20	the Legislature to then go ahead and define as the Legis-
21	lature being the source of authority to the local home
	rule unfit
