1	a memorandum and not necessarily a report. Even though
2	at one point at the very end of the memorandum, a recom-
3	mendation is made to the Committee that it reconsider its
4	entire approach to local government in the State to date,
5	I would like that to be construed as this being our con-
6	sideration of all approaches to the matter of local
7	government in Maryland, and this being one of the alter-
8	native approaches, rather than representing a reversal in
9	fact of our thinking to this point and an approach from
10	an entirely new point of view.
11	That the draft of language attached to this
12	memorandum of Dr. Loevy's is a draft of alternative
13	approaches, and which will be included as part of our
14	work product, and certainly will be very carefully con-
15	sidered as it may compare to the earlier approach that the
16	Committee has included in its first and second reports.
17	Because it is so fundamental, I do not wish
18	anyone at this stage to feel that he is committed to a
19	point of view. It is really to arrive at a point of view t
