MR. SACHS: But today they can accomplish the
2
same thing by changing the formula, can't they?
3
MR. DONAHO: No, because the Attorney General
4
has ruled that this can amend the law, right?.
5
THE CHAIRMAN: If they are going to purposely
6
disobey their own laws, that is to say, the legislature,
7
and they are going to be that bold about it, it seems to
8
me that they can go ahead and disobey the Constitution, too
9
You know, they are already in the water and you can't get
10
any wetter.
11
DR. SENSENBAUGH : We have an election coming
12
up this fall and the whole makeup of the General Assembly
13
will change, even the Governor will change. Now, we know,
14
though, what our formula is going to be for the year coming
15
up, in the future. So, the present income in legislature
16
will not be able to change that for the first year. They
17
could change it for the second by changing the law, but
18
you could conceivably get enough people who would be of
19
the mind of Mr. Donaho who would be or say we're going to
20
only appropriate three-quarters of what the formula calls
21
for.
