Now, in my opinion, and I've given this a fair

amount of thought, I think the Governor should appoint an

executive officer as a senior cabinet official, with the

Budget Office reporting directly to him. He should exercis

the final budget control for the Governor and the department
|

|
should report to the Governor through him. We are familiar
|

|
with the concept of City managers and County managers. What
|

|
I am really advocating is a State manager except with one
|
12
|
very important difference. I think the position must be
|
13
|
politically sensitive. It must serve at the pleasure of
|
14
|
the Governor, for two reasons. First, because the Governor
|
15
|
will be held responsible for the record of his administration
|
16
|
and that record will largely be determined' by the policies
|
17
|
and programs set by the executive officer; and second, I
|
18
|
think in order to perform his function, this position has
|
19
|
to be close to the Governor and have his complete confidenc
|
20
|
and work closely with him. In order to have that confidenc
|

I think it would almost be impossible to have that type
