designed to defray the cost incurred in the area of

"In summary, therefore, it is recommended that

there be a constitutional prohibition against the State

imposing fees, charges, licenses, or taxes which are

|
primarily local in character without regard to whether they
|

|
are imposed for local purposes, and which should be reserve

to the local political subdivisions.
