2	that are charged by the State, for services such as the
3	University of Maryland, University Hospital, which are
4	designed to defray the cost incurred in the area of
5	licensing, such as the charge for a driver's permit or the
6	charge for taking a Bar examination and things of that nature
7	"In summary, therefore, it is recommended that
8	there be a constitutional prohibition against the State
9	imposing fees, charges, licenses, or taxes which are
10	primarily local in character without regard to whether they
11	are imposed for local purposes, and which should be reserve
12	to the local political subdivisions.
