1	the subdivisions in the adjustment of such licenses in
2	relation to other fees and charges, in relation to costs
3	generally, and in relation to the needs of the subdivision.
4	Secondly, the present system, in my judgment, is inefficient
5	in that an elected Court Clerk is responsible for the
6	collection of such license fees, whereas the City and other
7	subdivisions in their respective collection offices could,
8	in many instances, collect and issue such licenses with a
9	minimum of additional personnel."
