Department and the concomitant conclusion that the

administrative services provided by the Health Department

should be incorporated as part of a municipal annex and

not as part of a joint facility. Thus, the proposed com-

bined health and morgue facility never materialized as
|

such, and the City was required to go back to the legis-
|

|
lature to obtain separate authorization for the morgue
|
8
|
building. The former enabling legislation is still on the
|
9
|
books but probably will never be utilized, in my opinion.
