the Governor's budget. The first look the legislature

gets at that budget is the day it is presented to it.

That is the only time the legislature gets a look at

the Governor's budget. This is the Governor's budget,

not the legislature's. So, we have no part in the

makeup of the budget. The first look we get at it is

from the Governor when the legislature goes into session.

So, I think you have to have a sufficient

period of time for the legislature to take a look at
