county would have home rule, I think the last session, in

2

my opinion at least, was a pretty good reason why 1 would

3

think many of the smaller counties and, quite frankly,

4

Baltimore City, at this time, at this point would be a

5

little suspicious of it.

The equalization, which is a must, to many

7

areas perhaps would be in great jeopardy and I would hate

8

to think that Caroline County or Queen Anne's or Somerset

9

or Baltimore City wouldn't have some say in the distri-

10

bution of those programs that are supposed to be on an

11

equalization formula, rather than rely on the wisdom and

12

good will of Prince George's, Baltimore County, Harford,

13

Anne Arundel and the growing areas and this is, I think,

14

something that many people are going to take a long, hard

15

look at; but if you had the unicameral system and if we

16

had the one man-one vote, I think that many of our smaller

17

areas and the Baltimore City status quo is going to remain

18

and I think we would be left, well, to the good intentions

19

of the larger areas and maybe their good intentions

20

wouldn't carry through the philosophy of the equaliza-

21

tion by which we must live, and I think I should add that
