It seems to me that the checks and balances

in a bicameral system is a means of evading responsibilities

and I feel very pleased to hear Mr. Emanuel express him-

self along the line of having a General Assembly which
|

will be dealing v/ith matters of Statewide import rather

|
than local matters and divorcing that General Assembly
|

|
from local considerations and local legislation, because
|

|
that then ties in very definitely with the political
|
14
|
subdivisions and local legislation committee function,
|
15
|
where we are trying in every way possible to accomplish
|
16
|
that very purpose; and one of the recommendations of that
|
17
|
committee has been mandatory home rule.

Now, we're not saying specifically what kind

|
of home rule. We're only saying home rule for all
|
20
|
counties, and we also have come up with a recommendation
|

|
that the basic political subdivision shall be the county
