in a lot of respects. You can introduce all types of

bills in either house and, if you're going to maintain

3

two houses and try to preserve some form of checks and

4

balances, maybe it should be on some basis as in Congress,

5

where only appropriations may be introduced in the House

6

of Representatives, not in the Senate. I'm just groping

7

to find some reason to preserve two houses and I haven't

8

been able to find it yet, very frankly.

THE CHAIRMAN: How large would you make the

10

one, if we had but one house?

SENATOR HUGHES: Well, obviously, I think it

12

v;ould have to be at least as large as 102, which is

13

apparently as close as you can come mathematically under

14

the present population, and I suppose that would have to

15

grow as the population grew.

THE CHAIRMAN: Any questions by the Commission?

MR. CLAGETT: I would rather just think out

19

loud rather than necessarily at this point be committed

20

to a position, because occupying the status of another

21
