DELEGATE HANDEL: I did in the House. If the

Senate had passed it at that time, we probably would have

3

had it.

THE CHAIRMAN: One of the concerns our

5

Committee has had, and would you care to comment on this,

6

is if each county were to have at least one delegate

7

under the one man-one vote concept, you would have to

8

have a house that would be somewhere around 200, if it

9

were proportionate, let us say, in the year 1970. Would

10

you want to comment on that question which has concerned

11

us from time to time?

DELEGATE HANDEL: Well, I think that this

13

does create quite a problem, but I think that now we have

14

moved into senatorial districts which had never happened

15

before and I think we may be moving in the direction of

16

legislative districts, as well.

17

MR. ENEY: If I can break in and ask you for

18

a comment on two aspects of that, that are not clear from

19

what you say. Would your answer, as to the number, the

20

ideal number, be different for unicaceral versus bi-

21

cameral or are you speaking only in terms of the
