I recommend that the Commission, in its deliberations

concerning the necessity for revision of the Constitution

of Maryland, proceed with extreme, deliberate caution.

In other words, we may have more to lose than gain.

I am thinking more of where you go from here. You see

the constitutional convention, legislative enactment,
|

|
referendum and so on, and then, of course, finally, I
|

|
have made some suggestion here for minimal change to
|

|
bring these documents in line with present day needs in
|
11
|
the program of education which is necessary in Maryland
|
12
|
today, and I do thank you for your patience at this late
|

|
hour .
