The legislature has a lot of power, but as

I would call your attention finally to this,

and more important as time goes on because what this

says here is that the responsibility lies with the State

not to pay the whole bill, but it lies with the State

first of all to provide some State funds; secondly, to

|
determine the local share through certain ranges of
|

|
taxation or otherwise and to accept and use properly the
|

|
Federal funds made available for education. So, this in
|

|
years to come will become even more important.
