we have protection. This is what the Constitution is

that we ought to have, so far as the establishment of

the government, the school government, if you please.

This group I have worked with for fifteen years feels

very strongly that this is a must. We want to preserve

the independence of the public schools and the freedom
|

from the kind of interference we've been talking about.

local boards of education. I think it is rather advis-

able to consider that, including local boards of educatio

also. We operate in Baltimore County under a County
|

|
Charter, of course, a charter form of government locally,
|
17
|
but that Charter spells out the Board of Education as a
|
18
|
department and speaks in terms of it as being a depart-
|
19
|
ment, and we are running into problems all the time as
|
20
|
to whether or not the Charter takes precedence over the
|
21
|
State school laws, Article 77. In come cases, it is
