DR. ZIMMERMAN: There is a trend across the

country to appoint the State Superintendents rather than
|

|
elect them. When I first went with the State Department
|

|
of Education, the number of appointed superintendents
|
12
|
were eight or ten. Now, more than half of them are
|
13
|
appointed rather than elected and I think, without
|
14
|
casting any reflection on any State Superintendent, the
|
15
|
ones who are appointed become more professional and
|
16
|
spend their time on the professional job of the school
|
17
|
system of the state rather than to aspirations for the
|
18
|
next higher office.

intention of recommending the election of an officer.
