The General Assembly by law -- I beg your

pardon, that's another section. There shall be a non-

partisan lay State Board of Education appointed by the

Governor for overlapping terms which Board shall be em-

powered to appoint the State Superintendent of Schools,

7

exercise general supervision of education in the State,

formulate general educational policy, rules and regulatio

9

within the framework of the statutes of the State and

10

perform such other duties as the General Assembly may

11

direct.

There shall be a State superintendent of

schools who shall be the executive officer of the State

15

Board of Education and the chief administrative officer

of the State for executing the laws, rules and regula-

tions relating to education which apply under the State
