respect to the Secretary of State and, secondly, would you

MAYOR McKELDIN: Give me the first one first,

explain that.

DR. BARD: Let's take the first one. Would

you at all include a delineation of the responsibilities

of the Secretary of State in the Constitution? Do you

11

feel that it is necessary to deal with it in the Consti-

tution itself, the position of the Secretary of State?

MAYOR McKELDIN: I don't know, I don't know,

14

in or out, it wouldn't make any difference to me.

DS. BARD: Well then, secondly, would you in

16

any sense change the responsibilities of the Secretary of

17

State for the State of Maryland, or would you keep him as

18

a fairly --

DU. BAUD: A ceremonial position at this time.
