states, a heavy report, and we went over it just a few days

ago, and I think some of the states are beginning to realize

that with the modern techniques, the data processing and

all of these things that are coming into being, that you
|

need some revamping of the organizational structure of the
|

|
Executive Department in order to pursue these new problems
|

|
effectively.

done probably by legislation without the necessity of con-

stitutional —

GOVERNOR TAWES: Yes, I think most of it could

be by executive and by legislative action, but we don't
