be more effective if more power was placed in the hands

of the executive.

JUDGE ADKINS: Would you, for example, favor

having such jobs as the Superintendent of Schools, the

Superintendent of Forests and Parks directly responsible

to the Chief Executive instead. of responsible to a par-

ticular board as they now are?

GOVERNOR TAWES: Yes, I would. For instance,

now, the Executive Director of Forests and Parks is direct-

ly responsible to the Governor, the Governor appoints him.

Now, that law was changed just two or three

years ago.
