THE CHAIRMAN: You are going to get some ques-

tions. Let me tell you how deeply appreciative we are,

and I think we have brought four people here who are as

knowledgeable as they are, and we will get. Dr. Winslow

on Wednesday, and for those who can stay, I hope they will,

for some informal discussions, and perhaps we will be

fortunate to bring them back. We have really erred in

not setting more time aside for this important question.

We were very fortunate to have Dr. Wheeler here. We have

mentioned his works over and over again.

see if we can get some people who haven't said much.

Wheeler is these other constitutions that the states have

been working on recently, in the last ten years they must

20

have grappled with this and I think every one of them
