in the basic structure and the question is, is educatiot

a part of that basic structure as against the other

departments under the major division of the State

government or is it not, and at the moment we have

still left it, so to speak, in this hybrid position,

that it is a little more important than anything else,

but not up to the level of a provision of the State

government.
