law shall be transmitted to the Governor and not be

changed; isn't the net effect of this provision merely

to leave it to the legislature rather than to the

Governor, the determination of what moneys shall be

appropriated for schools initially?

present to the Budget Bureau which, in effect, becomes

the Governor's budget is presented to the legislature

and then, of course, is subject to the action --
