what we're talking about.

MRS. BOTHE: Yes, it does, because we felt

that the appropriations for school use should be in-

violate, but that Section 3 of Article 8 didn't serve
|

|
that purpose. Section 52 of Article 3 does, as we
|

|
construe it, and we recommend that the intent be per-
|

|
petuated under the Finance Committee.
