DR. SENSENBAUGH: That reverts, too. For

instance, you set up your staff according to salaries.

If you don't employ a staff member, that salary accumu-

lates and reverts to the State treasury. The State is

6

not losing money by this system at all.

MR. SMITH: As I understand your answer to

Mr. Eney's question, if one county comes up short, the

money automatically reverts, although the money was

appropriated on the basis of the total State estimate.

Can you move it from one county to another?

DR. EARHART: Yes. The total amount of ^one-

available for State aid can be applied to State aid in

any of the twenty-four districts. In other words, if

there is one high and one low, it cay be balanced.

MR. SMITH: If there are 50,000 less pupils

in the total estimate, then that money reverts to the

19

State treasury and cannot be used for any other purpose

20

or any other shortage, or to balance a shortage some-

21
