we have a series of claims here which you have to evaluate.

terms of Maryland history, that Maryland first came to

bicameralism as a vehicle for obtaining more popular

participation. The statement is often made that we picked

up bicameralism as a check on the wishes of the masses,

or both, and this just isn't true as far as Maryland is

concerned; and I suspect it is not historically true as

far as other colonies are concerned, but in Maryland we

had the second chamber, the lower chamber, in order to
