at the heart of the problem. Our responsibility and

really this whole question of local government has so

many questions that are tied one into the other that how

you differentiate and separate becomes really quite diffi-

cult. Once you have an objective, then you start going

ahead and implementing that objective, I agree, that
|

|
actually right at this stage we've got really two issues
|

|
that we have apparently made up our minds on and that is
|

|
what political subdivisions and whether home rule should
|
19
|
be mandatory.
